HR State Council of NH Meeting Minutes October 5, 2023

Dave Twitchell called meeting to order.
Deb Lacey had submitted the secretary’s report from May previously. Catharine Mirabile motion to accept minutes; seconded by Jessica LaPaglia.
Nancy Rowell discussed financials and sent financial reports on October 5 for August and September via email to the team. She had spoken about the following expenses:

She believes income from conference is in now.Eventbrite had held some money back to assess final charges, on Sept. 26 she received $1732.10 as final payment.Andrea will coordinate dinner and drinks for the planners of the Legislative conference tab will be picked up by council.Motion to accept treasurers report by Hope Kelly, seconded by Kim Brackett.
SHRM Update – Jenny Locanthi
VLBM registration from New Hampshire; Andrea Chatfield, Jessica LaPaglia, Hope Kelly, Dave Twitchell, for the State Council, Amy Mayo for MAHRA, Amy Wright and Erin Dallas-Patch for GMHRA. Christi Green, and Daniela O’Neil from SHRA, Rhoda McVeigh for Concord, Lisa Monsein for Greater Merrimack and Jeannie DiBella and Nancy Rowell for GNHRA. She shared screen with important dates including the VLBM being Nov. 16 – 18 in DC.
Reaffirmation to be a SHRM recertification provider should be completed by Nov. 15. There will be a NH night together.
December 31 SHRM Foundation deadline to make a donation; to be eligible for Excel award there is no minimal donation. Deadline is firm.
Annual Member Roster Audit under way. We now have 2 DMR’s in NH now with Nashua and Monadnock being the first.
Jenny reminded team of the Affiliate Management Poral (AMP) which will soon allow for CLIF submissions. Chapter leaders will have access. She shared the celebrate “Making of SHRM” website access to various clips and reminded us to visit the Volunteer Leader Resource Center (VLRC) which has lots of membership marketing resources, plus additional information like pre-made materials, emails, blasts, campaign in a Box, at large mailings, etc. Please utilize the resources available!
MAC Update – Lou Lessig
Will meet with the Board at VLBM, with results from the survey of leaders throughout SHRM from Chapter, State and National. Big this year at VLBM will be Hill day for Advocacy efforts! There will be meetings on hill on potential federal legislations Some states do separate events at the VLBM. NH is planning on getting together. The MAC wants to get around to say hello and thank volunteer leaders. Dave will let him know when NH gets together, they want to join if possible.
GSHRC/Program – Jeannie DiBella
NH Legislative conference was a great event! Andrea did most of the heavy lifting. Now we focus on GSHRC planning and she is excited for the event! Wednesday April 10 half day, Thursday April 11 is full day., at the North Conway Grand Hotel! We received a great room rate of $99 per night! Excited to have booked Johnny C. Taylor for April 11. David Archer will also be a key speaker, he’s former Head Football Coach at Cornell. The conference theme will be “HR as a Trail Guide” The program committee meeting is October 5 to iron out details, keynotes to be solidified and breakout sessions to be finalized with hope of getting the program to Greentree by Nov. 1. It will be a lot of fun as the North Conway Grand Hotel is a great venue.
The GSHRC committee met, we’ve held 75 rooms; trying to get the entire hotel booked. Suggestion to move vendors to another hotel close by as we are limiting the number of vendors. We are trying to get as many rooms as possible. So far, we’ve raised $57,000 need $62,000 sponsorships. This is an opportunity to have a retreat, get away, and time to network!
Will see if Johnny C. Taylor will do a quick clip for marketing of conference. GSHRC committee is responsible for the marketing of the conference. Would like someone from each chapter to get this in front of chapter members to assist Michelle. Jeannie is off to a great start with 2 key notes booked and possibly a 3rd. Greentree to do something Wednesday night maybe mini golf, or train there are a lot of different things being thrown out. The link for the hotel was emailed to team. Hope to update contact list and Dave will send out.
Certification – Kim Brackett
Kim shared in 2024 the recertification rates will be going up; they haven’t shared the rate yet. She reaffirmed the council as a preferred provider. She also reaffirmed the GMSHRM.
Membership – Jessica LaPaglia
Jessica shared the membership audit, update membership directories, will email updates. Would like chapters to share when their in-person meetings are as she would like to join if possible. Deb Lacey reminded her of the annual calendar of the chapter meetings.
Legislative – Andrea Chatfield
Andrea recognized Catharine, Jamie, Nancy, Tina, Jen Kinville, Connie Roy C, and Michelle Gray for helping with the successful NH Legislative conference held on Sept. 21 at the Puritan. Take away was so engaging, NH DOL & FDOL at the conference was informative! Reviewing legislative bills, hearing HB362, remove employer ability to remove case from Human Rights Committee, discrimination, employer can remove to court, plaintiff can remove at any time, take away the only right the employer has several hearings and working sessions. Jim Reidy, Beth Daragon, Dave Juvet went to testify. Couple of people on employee side, all agree the process of the committee is broken they are 1 yr. before investigations, state process it takes 3-4 yrs. it’s a broken process, there is a full house vote in Nov. Subcommittee was from BIA HR committee meeting. She suspects it will be recommended to be postponed.
Reported paid FMLA in NH as of July 31, 2023 there were 213 policies sold.
130 fully paid by employers, 40% of policies paid by employees, individual policies 565 with 79% being female. 159 policies are small employers with less than 15 employees. Average cost is $4.86 a week.
Marketing/Social Media – Michelle Gray – absent
Diversity, Equity and Inclusion – Sara Janes Hoag
Tina to meet with her Oct. 6 to provide some additional guidance. She’s to reach out to Chapters Directors for DEI to see how the council may help.
SHRM Foundation – Peter Richard/David Twitchell
Peter has stepped down due to work challenges. Should anyone know of someone who might be interested please reach out to Dave.
Dave reaching out to council chapters. This is a key council position. The Foundation is supported by the HR Council of NH as it assists with pertinent research and scholarships for members for certification or attending college programs in support of the profession.

Governance – Catharine Mirabile
Check the VLRC link! If position is vacant mid-year and the person was on bank account, you want to remove them ASAP. Biggest takeaway (she shared her screen) sometime bad actors lend itself to trouble and the council needs to act on it.
The installation of officers is formalized. SHRM Chapters audit tips, chapter activities by month updated Jan. 1, 2023. She shared screen on the SHRM Volunteer Leaders link page.

Amy welcomed Jeannie/Nashua to DMR club! They are in process of a meet and greet October 18. Offering meeting discount to NH Chapter members from $30 to $15. Jenny Locanthi will be at next meeting! The November 18 meeting is Marketing Competitive Pay strategies.
MAHRA – Brie Elliott
September 27th networking meeting went well. They collected $250 for the Manchester Police Athletic Association. October 18 is program meeting ‘Finance for HR.” November is Cyber Security lunch and learn. December is Jim Reidy. January is finalizing by-laws
GCHRA – Grant Wege/Elena Alois/Rhonda – absent
SHRA – Traci Tengren
Cristi Green is President Elect Membership event in June went very well. Partnered with the Portsmouth Chamber & United Way, topic was childcare issues in the workplace and childcare overall. In August, Amy Wright spoke about DMR for Greater Monadnock, SHRA is sort of 50/50 for it. It’s timing, Amy was so helpful to answer questions. September, Deb Forbes from Jackson Lewis will be speaking on DEI reverse discrimination. October program is leading change and driving culture. November fall sponsor is On Belay; program is youth impacted by loneliness, cancer, team building event, educational, giving back they are going to build gingerbread houses!
Greater Merrimack – Lisa Monsein – absent
Final Comments – David Twitchell, make your reservations at the North Conway Grand Hotel for April 10 and 11! Next meeting December 7 for in person Holiday Gathering, location TBD.
