February 2022 Meeting Minutes


    Board of Directors Meeting

     February 25, 2022 (8:00 a.m. to 9:40 a.m.)

    The Board of Directors Meeting was a Zoom Meeting due to the COVID-19 pandemic.

    Present:  Andrea Chatfield, Todd Fernald, Michelle Gray, Jennifer Horton, Hope Kelly, Carol Kilmister, Jenn Kinville, Jessica LaPaglia, Catharine Mirabile, Peter Richard, Amy Sabato, Tina Sharby, Karin Taylor, Traci Tenggren, Linda Tuells, David Twitchell and Courtney Sheehy.   Also present was Anne Banks from ApprenticeshipNH 

    Absent:   Tim Dabrieo, Jeannie DiBella, Kristine DiFiore, Jessica Locke, Jermaine Moore, Elena Preston, Sarah Rossetti, Dianna Sporcic and Peter Stoehr.    

    Tina Sharby - Introductions

    All Board members introduced themselves to our new board member, Jessica LaPaglia who will be taking over as Membership Director.  

    Linda Tuells – Secretary

    The meeting minutes of the December 10, 2021 meeting were voted on and approved unanimously,   Peter Richard motioned to accept and Dave Twitchell seconded the motion; all approved. 

    Anne Banks – ApprenticeshipNH

    Anne Banks, High School Grant Manager, presented a powerpoint regarding ApprenticeshipNH.

    Apprenticeship NH Initiative

    • Housed at The Community College System of NH
    • Funded through federal grants from the US Dept of Labor through June, 2023.
    • Three teams support the development and management of registered apprenticeship programs across the state – ASE (adults), SAE 2020 (high school), AACC – (adults)
    • 5 Components of Registered Apprenticeship (Earn while you learn model)
    • Employer driven
    • Structured on the job learning
    • Classroom education
    • Progressive wages
    • National industry certificate

    ApprenticeshipNH will be working with SHRM to help bring their apprenticeship program to employers across NH.   Anne asked that we reach out to her as we explore this option so they can provide local and financial support for the program. 

    Dave Twitchell and Hope Kelly will spearhead this initiative to facilitate information to the state council.

    Jennifer Kinville – Treasurer

    Jenn stated that the financials had an overall profit for the year 2021.   She also indicated the state council should be thinking about budgeting for 2022.   Some checks have not been cashed by some chapters and Jenn will follow up with those chapters.   The state council taxes have been sent to the accountant to be finished by the 2022 deadline.

    The financials were voted on and approved unanimously.  Andrea Chatfield motioned to accept and Hope Kelly seconded the motion; all approved. 

    The following Treasurer Report was sent to the board for review prior to the meeting.

    Finalizing financials

     

    Catharine Mirabile – SHRM Northeast MAC Rep

    Catharine spoke about the RCBM – Regional Council Business Meeting that was held from February 17 to 19 in Florida

    • State Council Directors, Membership Directors and Director Elects were invited
    • Chapters have struggled for over 2 years with the pandemic
    • The VLRC has been updated.   It is a hub for information.

    Tina SharbyDirector

    • Dual Membership is expensive, however, dual members stay engaged for a longer period of time.  
    • Bamboo HR is a software program that can hold board documents and communications.   It is not expensive and has a lot of functuality.  The state council may want to consider utilizing this in the future.
    • Social Media Marketing Director  – The state council should consider adding this position to the board to communicate HR to everyone.  
    • By-laws were approved by SHRM and an updated copy was sent to all board members. 
    • TikTok is becoming a trend for HR professionals to use.  

    Dave Twitchell – Director Elect

    Susan Post will be retiring from SHRM this year.   Dave suggested board members reach out to congratulate Susan on her retirement.

    Michelle Gray – Website/Social Media

    • Michelle will set up a TikTok account for the state council
    • Michelle asked that chapter presidents send her upcoming events or news to place on the state council website. 

    Hope Kelly – Certification

    Hope is working on the certification to apply for Excel by the deadline of March 15.

    Tina Sharby - on behalf of Sarah Rossetti, Workforce Readiness

    Sarah connected with Shelly Trent with the Kentucky SHRM group as she pulled together a collaboration forum for college relation directors across the country.   Kentucky is also piloting a mentorship program (specific to HR).

    The working sessions on the membership pilot program are scheduled monthly.  Sarah is currently working with MAHRA’s emerging leaders.

    Sarah will connect with Michelle Gray to discuss a forum to store this information regarding mentor signups. 

    Jenn Horton – SHRM Foundation

    The state council will send a check to the SHRM Foundation and show support to the various chapters to promote the SHRM Foundation.  

    Andrea ChatfieldLegislative Director

    The NH House Labor Committee voted on the below bills that are being watched by HR Professionals.  Full House votes will take place sometime in the first half of March.

    • HB 1053 (relative to paying 1.5 times employee’s hourly rate when they are called in to work outside regular hours)
    • HB 1089 (noncompete agreement unenforceable if employee terminated for refusing vaccine of any kind)
    • HB 1094 (employers required to give employees written work schedules at least 7 days in advance; employee can decline to work any shifts not included on written schedule)
    • HB 1124 (employers required to use Federal E-Verify system)
    • HB 1210 (private employers that mandate vaccines must grant exemptions based on personal conscientious objection as well as on medical and/or religious grounds)
    • HB 1363 (where critical shortage of particular jobs/skill sets, or available workers, as determined by the NHDOL Commissioner, suspend enforcement of noncompete agreements’; out of work employees can petition Labor Commissioner for a waiver from noncompete agreement).
    • B 1514 (pay out accrued unused earned time (vacation/PTO) when employee leaves employment in good standing or is laid off.   When a business changes ownership – earned time must be paid out by seller or transferred to new owner)

    Peter Richard – MAHRA

    MAHRA had an older (2010) version on file for the by-laws.  The newer version has been updated.        

    MAHRA is the sponsor for the keynote speaker of the Diversity Workforce Coalition Conference.
