Board of Directors Meeting
October 28, 2022 (8:00 a.m. to 9:30 a.m.)
The Board of Directors Meeting was a Zoom Meeting.
Present: Elena Alois, Andrea Chatfield, Tim Dabrieo, Brie Elliott, Michelle Gray, Jenn Kinville, Jess LaPaglia, Jenny Locanthi (SHRM), Jessica Locke, Catharine Mirabile, Lisa Monsein, Tina Sharby, Linda Tuells, David Twitchell and Kim Brackett.
Absent: Jeannie DiBella, Jennifer Horton, Hope Kelly, Jermaine Moore, Sarah Rossetti, Peter Stoehr, Traci Tenggren, Amy Wright

Jennifer Kinville – Treasurer
Jenn stated that the budget was down by $20,000 this year. She noted that we have more expenses this year and the Granite State speaker travel expenses are outstanding and have not been recorded yet.
Jenn spoke about the SHRM Donation and the need to make the donation by December 31, 2022. It was decided to make a $350 donation which is in addition to the $150 raffle proceeds donation from the GSHRC.
The financials were voted on and approved unanimously. Jess LaPaglia motioned to accept and David Twitchell seconded the motion; all approved.
The following Treasurer Report was sent to the board for review prior to the meeting.

VT/NH combined conference – anticipating $1,000 loss
Jenny Locanthi – SHRM
Jenny spoke about the following:
- VLBM – November 17 – 19 in Washington, DC
- Please send Jenny a list of NH attendees to the VLBM.
- Reaffirm for state councils and chapters by November 15
- CLIFF – Submit through VLRC by December 1
- Jenny went to SHRM headquarters and was able to meet with staff and learn more about the certification process. Jenny stated that HR professionals are not following through with scheduling the exam after signing up for the certification,
- The VLRC has a monthly podcast that details a different topic each month These are recorded and can be viewed online.
Tina Sharby – Director
- Tina asked that everyone introduce themselves to the new Presidents on the Board.
- The VLBM is November 15. Please reach out to Tina so she can give you details about the conference. Tina asked that attendees make an effort to meet 3 new people while at the conference. Tina will be reaching out to NH attendees to schedule a dinner together.
- All board positions have been filled except the Workforce Readiness/College Relations position. Dave stated he would like some diversity among the chapters and have the board represented by a variety of the chapters.
- Tina would like the December 16 Board meeting to be in person. Notification will be sent to board members regarding the time and place. Tina would like to invite the incoming board members to the meeting.
- BIA membership has increased from $290/year to $3,300/year. It was discussed that we would like to continue this membership, however, Tina will review why the membership has increased substantially this year.
- Debit card for Director – It was recommended that the State Council put policies and procedures in place to review before this is implemented such as who uses it, limits and whether a personal credit report is necessary.
Jessica Locke – Diversity
Jessica is putting ideas in place for the 2023 programs.
SHRM is looking for a PT administrative staff for Diversity to help out the chapters.
Hope Kelly – Certification
The 2023 Recertification Provider Reaffirmation Process is open. Your chapter or state council’s primary point of contact should have received at least two reminders to complete the 2023 reaffirmations for your respective affiliations. Hope has asked that you please log into your affiliate’s provider account to reaffirm your status as a SHRM Recertification. She also encourages you to take this opportunity to update the Primary, and at least two Secondary points of contact for your affiliate’s account. The deadline to compete the reaffirmation is November 15.
Jessica LaPaglia – Membership
Jess reminded all chapters to review their Dual Action Plans.
Recruiters don’t know about the local HR Chapters and how to connect with them. Jess recommended that the chapters have a discounted pass to a meeting for a potential person to join to have insight to the chapters.
Catharine Mirabile – SHRM Northeast MAC Rep
- Catharine stated you are able to join as many HR chapters as you want.
- GSHRC – It was noted that 40% of the attendees were first time attendees
Dave Twitchell and Tina Sharby – Director and Director-elect
There is a desire for an GSHRC Conference every year, however, it is recommended that we have a smaller conference in 2023 and move the location to possibly the seacoast. In 2024 it was recommended to have a larger conference.
Legislative Update – Andrea Chatfield
- Effective November 1 all CLRM attorneys and staff will be merging with Sheehan Phinney.
- There is an interim study for certain bills – reasonable accommodations for pregnancy leaves.
- On the federal side USDOL has increased the number of inspectors to handle wage and hour reviews There are more audits being conducted for restaurants and long- term care facilities
- EEOC – A new workplace poster “Know Your Rights” is available.
